"How could this happen while she was on duty?" Lupe Guillen, the soldier's sister, asked.

The move came hours after skeletal remains found in nearby Killeen were identified as another soldier.

The 10 bases in question include some of the largest Army posts: Fort Bragg, Fort Hood and Fort Benning.

U.S. Army Sgt. 1st Class John David Randolph Hilty died in a "non-combat-related incident."
