New Army Tool Makes It Easier for Spouses to Transfer Their On-Base Job in a PCS

Over 300 Army base employees, including 177 military spouses, have transferred their jobs to a new location using a recently expanded program for Non-Appropriated Funds (NAF) workers.

NAF jobs are those that are offered by programs that are funded, at least in part, by the money they make. Jobs at the on-base library, recreation centers and child development centers operated through Child and Youth Services (CYS) all fall under “NAF.”

In 2018 CYS rolled-out a tool that makes it easier for military spouses to transfer their CYS jobs to their new base during a permanent change of station move.

Now, the Army has newly expanded that tool to all NAF jobs. Using it, NAF workers can relocate to a similar position instead of starting the hiring process over again at their new location. That could mean getting back to work faster despite a move.

About 22,000 employees are eligible to use the tool, known as the Civilian Employee Assignment Tool (CEAT), officials said in a release. Higher career level and supervisor positions are excluded from eligibility, they said.

Current Army NAF employees who want to use the program can register online at the CEAT website. Users will need an endorsement from their current supervisors. Once registered, your new location will get a notification with your non-competitive transfer request.
